Active Shooter

General Information

Workplace violence or active shooter scenarios can occur anytime, anywhere. There were 160 active shooter incidents in the United States between the years 2000 and 2013, 76 of those occurring in the last three years of the data. Unfortunately, the frequency is increasing. Businesses are the most frequently attacked, and the average event lasts 12 minutes. Around half of the events are over before police arrive. For these reasons, the best plan consists of awareness, rehearsal, and prevention.

The tenant is responsible for preparing a company plan for active shooters. The management office will be responsible for controlling the movement of tenant employees during an evacuation of the building.

Preparedness

Due to the unpredictable nature and short duration of these situations, the best approach is to be prepared. There are a number of things that tenants can assess within their space to help in this preparation.

  • Visibility of people entering the floor/suite
  • Clearly marked exits and exit routes
  • Implementation of alarm signals, emergency phones, panic buttons
  • Arrangement of workspace to minimize vulnerability and prevent employees from being trapped in a small enclosure
  • Identify a room or rooms that employees may barricade themselves in and be out of harms way (multiple options)
  • VOIP integration possible color codes to call out
  • Integrate non-building access controls if possible/necessary
  • Hold company/department wide training in violence preparedness
  • Hold company/department wide evacuation drills based on training

Procedure

1) EVACUATE
  • Leave as quickly as possible
  • Leave belongings behind
  • Warn others on your way out of the building or to the safe location you have rehearsed
  • Contact emergency personnel once safe
  • Notify property management if possible
2) HIDE OUT
  • Lock yourself in
  • Barricade the door
  • Hide behind large objects
  • Stay away from windows
  • Turn off the lights and be very quiet
  • Disperse to provide fewer targets

If you have no other option…

3) FIGHT
  • Only as a last resort
  • Work as a team
  • Act as aggressively as possible
  • Improvise weapons
  • Commit to your actions
When Help Arrives
  • Remain calm and follow instructions
  • Slowly put down anything in your hands, spread your fingers and keep your hands visible at all times
  • Avoid quick movements, pointing, and screaming
  • Law enforcement will be loud and forceful, follow directions implicitly
  • Help will come once you are out of harms way
