Fire and Life Safety

General Information

The building must be evacuated when a fire alarm signal is sounded. An effective evacuation depends on the orderly “phasing” of floor clearance, which means that the emergency floor is evacuated first and immediately. The next floor to evacuate should be the floor above the emergency floor, followed by the floor below. The property manager will be in charge of the evacuation until the fire chief arrives.

Each tenant Safety Coordinator must predetermine priorities for the safety of records, classified material and/or securities. Safety Coordinators must also cooperate with Tenant Floor Wardens to ensure that all employees are well-informed and instructed on evacuation procedures.

Procedure

  1. The person who discovers the fire:
    • Dials 911 and reports the fire to the fire department.
    • Calls the management office to report the location of the fire.
    • Activates the fire alarm pull station (FAPS).
  2. Upon the sounding of the alarm immediately activate the Emergency Action Plan.
  3. All members of the Emergency Action Team and alternates assigned to their floor must report to elevator area for accountability and direction from the Safety Coordinator. In addition, the Tenant Floor Wardens assume full control of their floor and activate the Emergency Action Plan.
  4. The Tenant Floor Wardens and Monitors go into immediate action. Absolute silence and decorum must prevail for maximum effectiveness.
  5. Assistants to Persons with Disabilities immediately contact and help their assigned person. Persons with disabilities wait for help from their assistant.
  6. Search Monitors begin searching and clearing personnel from remote areas such as conference rooms, storerooms, supply rooms, restrooms, break rooms, etc.
  7. The Exit Monitors go to their stations and perform their assigned duties.
  8. All Members of the Emergency Action Team go to their stations and perform their assigned duties.
  9. All elevators are called to the ground floor and put on manual control. The Emergency Action Team promptly clears the ground floor lobbies by directing all people outside to avoid lobby congestion.
  10. As each floor is evacuated, the Exit Monitors make sure all stairway doors are closed after the last person evacuates the floor.
  11. Tenant Floor Wardens distribute the flow of people evenly between all available stairway exits.
    • If a stairway is filled with smoke or on fire, proceed immediately through whatever floor you’re on to alternate stairwell.
    • Each stairway designated as an evacuation stairway is identified by illuminated EXIT signs. When floor wardens report to the management office on any condition, they must refer to their location as the North or South evacuation stairway.
  12. The orderly evacuation of each floor continues until all occupants are evacuated to the outside safety area, which is located no less than 300 feet from the building.

  13. When the “all clear” is announced, the Fire Command Center signals the Tenant Floor Wardens to lead the employees in an orderly fashion back to their work-places. Elevators will be back in service, but the use of the stairs will help relieve the traffic flow.
  14. The intermittent Alarm Signal is silenced when the “all clear” is announced. (The alarm signal continues throughout the state of emergency.)

NOTE: Upon arrival, the fire chief is in charge.

Tenant Responsibilities

Search Monitor

  1. Check all rooms and remote areas including restrooms and conference rooms.

  2. Advise any remaining personnel on the floor of the emergency and ensure their evacuation.

  3. Evacuate any non-employees from the floor and check reception area and elevator lobby.

  4. The Search Monitor will complete pre-assigned search patterns, closing doors of each office and corridor fire doors as search is complete.

  5. Advise Tenant Warden of any personnel remaining on the floor.

NOTE: Search Monitor feel all doors before opening them. Do NOT open any door that feels hot or where smoke is present.

Persons with Disability Assistants (to aid persons with disabilities)

  1. Evacuate to “hold area” (exit stairwell area) persons with disabilities.

Persons with disabilities must be identified and considered prior to any emergency evacuation. It is necessary for tenant wardens to notify the floor warden and property manager of any persons with disabilities who may require special assistance during an evacuation. A list must be maintained by the tenant warden and updated as necessary.

Persons not requiring or providing assistance will evacuate first. The assisted persons can then evacuate without being bumped or pushed down, thus speeding evacuation and avoiding injury. If there is evidence of fire, persons with disabilities should be positioned near the fire exit stairs located farthest away from the fire. If fire conditions pose a personal threat, the special assistants will enter into the exit stairwell accompanying the person with disabilities and wait for special assistance from the fire department. The evacuation brigade may assist in evacuating the persons with disabilities if danger is imminent and the fire department has not yet arrived.

Stairway Monitors

  1. Take a position at your assigned stairway and assist in the evacuation of personnel.

  2. Inspect stairwells before and after evacuation of personnel.

  3. Instruct personnel to form a single line into the stairwell and direct personnel to exit along the right side of the stairway.

  4. Calmly supervise and monitor evacuation flow.

  5. Stay at the exit until Search Monitors have cleared all personnel from the floor.

Safety Coordinator

  1. Direct the evacuation of the floor in accordance with the following guidelines:
  • Work with members of the Emergency Action Team to ensure that all occupants are notified of the fire and immediately execute the Emergency Action Plan.
  • Know where all persons with disabilities are located and keep an up-to-date list. These persons may need special assistance in the event of evacuation.
  • Select the safest stairwell to use for evacuation on the basis of the location of the fire and any information received from the fire chief and/or management office. Ensure that elevators are not used for evacuation
  1. Before anyone enters the stairwell to evacuate, check the environment in the stairwell. If it is affected by smoke, select an alternate stairwell and notify the management office.

  2. Reports to property manager that all tenant wardens have checked in and status of any personnel left on designated floor.

Tenant Floor Wardens

  1. Assist the Safety Coordinator in the effective implementation of the Emergency Action Plan.

  2. Ensure the evacuation of all occupants within your tenant space.

  3. In the absence of the Safety Coordinator, assume the full duties and responsibilities of the Safety Coordinator and Floor Warden position.

  4. Reports to the Safety Coordinator before leaving the floor of any personnel left within search area and any emergency condition.

  5. Takes roll call after assembling in parking lot outside; reports to Safety Coordinator of any personnel left or unaccounted for on designated floor.

  6. Secure first aid or medical attention for any injured.

Building Staff Responsibilities

Security Officer/Property Manager

  1. Reports to the lobby to supervise, coordinate and ensure that:
  • The fire department has been notified of any fire or fire alarm.
  • All elevators have been called to the ground floor.
  • The fire department has accessed all emergency keys from Knox Box.
  • Evacuation procedures are followed as outlined in the Emergency Action Plan.
  • The fire department chief-in-charge is advised of the operation of the fire command center.
  • The conditions on the fire floor are reported to the fire department.
  • Communicates directly with the Safety Coordinators and gives directions.

Chief Building Engineer

  1. Reports to the Lobby to assist the property manager to effect implementation of the Emergency Action Plan.

  2. In the absence of the property manager, assumes the full duties and responsibilities of that position.

  3. Reports to Fire Command Center to assist Fire Department.

  4. Provides the fire department and police department with building information (floor plans, blueprints, etc.) as requested.

  5. Is prepared to direct the fire department to the fire location via location identified on Fire Alarm Panel.

Tenant and Employee Knowledge

If You Discover Smoke or Fire

  1. Dial 911 immediately.

  2. Inform the fire department dispatcher that you are calling to report a fire. Tell the fire department dispatcher:

  • Your name
  • Your company’s name
  • Your suite/floor number
  • What is on fire
  • The location of the fire
  • Your telephone number
  1. Listen to the dispatcher for any additional instructions before hanging up.

  2. Call the management office.

  3. Activate the nearest manual fire-alarm pull station.

  4. Evacuate according to the Emergency Action Plan.

If You Hear the Alarm Sound

  1. Manual pull stations are located at the stairwell exits on each floor adjacent to door.

  2. When a manual pull station, smoke detector, or sprinkler is activated the alarms will sound throughout the building.

  3. Building management staff is on-call and will usually be the first to arrive on the scene. Upon the sounding of the alarm the Emergency Action Plan is activated.

  4. Tenant volunteers have been selected as Safety Coordinators, Tenant Floor Wardens and also Monitors and have been trained in emergency response; follow their direction. They have organized a team that will immediately begin checking the evacuation route, directing traffic, searching areas, and helping visitors and the disabled to safety. Be prepared, if asked to assist your Tenant Floor Warden.

  5. At the first sign of fire, the building fans shut down and stairwells pressurize to keep smoke and fire from spreading.

  6. Move quickly to the nearest exit and stairwell. If you find smoke in one stairwell, use the alternate stairwell. Follow the directions of the Emergency Action Team.

  7. If you are caught in heavy smoke, get down on your hands and knees and crawl to the nearest exit. Keep a wet cloth tied over your nose and mouth and breath through your nose only.

  8. Feel doors before opening them. Use the back of your hand to feel if they are hot. Do not open doors that are hot. Close, but do not lock doors in your work area as you leave.

  9. Use the handrails and STAY TO THE RIGHT OF THE STAIRWELL, SINGLE FILE – emergency personnel will be coming up on the left hand side. Exit building and report to your designated assembly area in the southwest corner of the parking lot. DO NOT LEAVE THIS AREA UNTIL DEPARTURE HAS BEEN AUTHORIZED. An authorized official will inform Management, who will in turn inform tenant wardens when this has occurred.

  10. If impossible to leave the floor, move away from the fire to a safe area and shut doors. Seal crack under door with clothing, towels, etc. to protect against smoke.

  11. DO NOT USE THE ELEVATORS. If you find yourself in an elevator, remain calm. Elevators are automatically recalled to the main lobby and the doors will open.

  12. If you are disabled, wait with your Special Assistant near the stairwell. The Tenant Floor Warden will notify you if evacuation from the floor becomes necessary.

Remember, if you hear the fire alarm on your floor…

  • Stay calm
  • Close doors behind you; leave them unlocked
  • Help others; pay particular attention to your visitors who may be unfamiliar with the building
  • Do NOT use the elevators
  • Use the stairs to exit the building keeping to the right hand side
  • If smoke is present, stay low
